BULK PICK UP - SEPTEMBER 22, 2025
ITEMS MUST BE CURBSIDE BY 12:01 AM
RESTRICTIONS:
- DO NOT put out prior to Saturday prior to pick-up date.
- DO NOT put out any appliance containing FREON (i.e. refrigerators, freezers, air conditioners, etc.). Freon must be removed by an authorized Freon Recovery Dealer and a sticker from the dealer must be attached to the appliance or it WILL NOT be picked up.
- DO NOT put out any propane tanks including those from barbeque grills. They WILL NOT be picked up.
- DO NOT put out any air tanks including those from scuba gear or with helium. They WILL NOT be picked up.
- Water base paint cans must be open and dried up (full cans WILL NOT be picked up). Oil base paint and cans WILL NOT be picked up. Please visit PaintCare.org to find a location to drop off cans with paint (oil or water).
- DO NOT put out flammable liquids or hazardous materials (i.e. car batteries, gasoline, oil, etc.). You can contact *Putnam County Health Dept. to determine date to dispose of these. You can sign up to receive emails for these types of events.
- DO NOT put out gas powered equipment (i.e. lawn mowers, weed whackers, tractors, etc.) without removing gas, or they WILL NOT be picked up.
- DO NOT put out more than two major appliances of the same type for pick-up. (i.e. two refrigerators, two stoves, two sinks, two water heaters, etc.). Refrigerators/ freezers must have doors removed.
- DO NOT put out any construction materials (i.e. insulation, drywall, treated or untreated lumber & composites, roofing and gutters, fencing, siding, ceiling, wall or flooring tiles, studs, beams, plaster board, cement, cement blocks, landscape timbers, wood pallets or other building materials.
- DO NOT put out any tires.
- DO NOT put out any brush, leaves or logs. If mixed in with bulk, your bulk WILL NOT be picked up.
- DO NOT put out any ELECTRONIC DEVICES. Electronics WILL NOT be picked up.
- DO NOT put out mattresses or box springs with your bulk, mattresses or box springs WILL NOT be picked up.
- Items put out that are NOT PICKED UP must be arranged to be discarded by the tenant or landlord. Violations for non-compliance, up to and including fines and jail time may result. If it is on your sidewalk, it is considered your property. Stop violators from “dumping” on your property as you will be held responsible. Brewster Police may be contacted as needed to catch violators in the act.
ANY RETRICTED ITEMS AS IDENTIFIED ABOVE NOT PICKED UP BY CARTER MUST BE REMOVED BY 8 PM ON THE DAY OF BULK PICK-UP. VIOLATORS WILL BE TICKETED AND CHARGED FOR REMOVAL IF THE VILLAGE IS REQUIRED TO REMOVE THE ITEMS.
LANDLORDS, PLEASE NOTIFY ALL TENANTS. SUMMONSES WILL BE ISSUED TO ANY PROPERTY OWNER WHO VIOLATES THESE RESTRICTIONS.
HYDRANT FLUSHING OCTOBER 1, 2025 STARTING AT 7 AM
What is it that makes the water turn orange when they flush the hydrant?
Minerals – Primarily Iron & Manganese
The Village of Brewster supply source is ground water drawn from five sand and gravel wells.
The semiannual hydrant flushing purges the system of the accumulated settlement of these minerals suspended in the ground water.
Opening the hydrants and increasing the water flow causes the disturbance of this settlement so that it may be flushed from the system.
Does running the tap water make it clear up faster?
No. To the contrary, running the water prolongs the turbulence in the system. The best thing to do is use as little water as possible for 12 to 24 hours so the system has a chance to settle out and clear.
Why does my toilet run after hydrant flushing?
Sometimes tiny particulate gets caught under the flush valve seal in the toilet holding tank preventing it from sealing tightly. The same can be true for washers and aerators (strainers) in faucets. Make sure your faucets and toilets are not leaking and are unobstructed after hydrant flushing. If you have strainers on washer supply hoses you should also check them but refraining from doing laundry for a 24 to 48-hour period from October 2nd is recommended.
After this flushing, the next hydrant flushing is scheduled to be on April 15, 2026.
Notice to Bidders: Marvin Avenue Retaining Wall Reconstruction
Sealed bids will be received at the Office of the Village Clerk, Village of Brewster, 50 Main Street, Brewster, New York 10509, until 11:00 A.M. on October 9, 2025 immediately after which the bids will be opened publicly and read.
The work under this Contract comprises the furnishing of all tools, equipment, materials and labor for the construction of the Marvin Avenue Retaining Wall Reconstruction located in the Village of Brewster, New York, complete, in place and ready for use in accordance with the Contract Documents.
The principal features of the Work to be performed under this project are defined in the Contract Documents and include: site clearing and grubbing; demolition and removal of an existing 1,500 sf face gabion retaining wall; demolition and removal of existing asphalt pavement, concrete curbing and concrete sidewalk; demolition and removal of existing meatal guide rail and chain link fence; rock excavation and removal; installation of a new 3,200 sf face pre-cast concrete retaining wall; installation of new precast concrete catch basins, manhole and cast in place concrete curb and sidewalk; installation of HDPE stormwater pipe; installation of rip-rap; installation of chain link fencing and metal guiderail; installation of roadway maintenance and traffic protection elements; installation of asphalt paving; installation and removal of temporary erosion and sediment control (E&SC) practices; site restoration work including tree and shrub installation and all other appurtenant and related work as shown, specified and required to complete the project.
The foregoing is a general description only and shall not be construed as a complete description of the work to be performed for this project. Prospective Bidders shall refer to the Contract Documents including Contract Drawings for additional project work information.
Contract Documents may be examined at the Village of Brewster Village Hall or the office of the ENGINEER, J. Robert Folchetti & Associates, L.L.C., 31 Sodom Road, Brewster, NY 10509. Copies may be obtained from the office of the Village of Brewster Engineer, J. Robert Folchetti & Associates, L.L.C., 31 Sodom Road, Brewster, NY 10509 beginning on September 9, 2025 from 9:00 A.M. to 4:00 P.M., Monday through Friday.
Prospective bidder’s requests for mailing of Contract Documents will be filled by Federal Express or United Parcel Service. Prospective bidders shall furnish a prepaid Air Bill or Account Number. Neither OWNER nor ENGINEER shall be responsible for any delay in such shipment. Prospective bidders shall make such request and provide such airbill a minimum of one (1) week prior to the mandatory pre-bid conference.
Neither the OWNER nor the ENGINEER will be responsible for full or partial sets of Contract Documents, including any Addenda, obtained from other sources.
A mandatory pre-bid conference will be held at 10:00 AM on September 30, 2025, at the Village Hall, 50 Main Street, Brewster, New York 10509. The purpose of the pre-bid conference is to afford the prospective Bidders and interested parties an opportunity to raise questions pertaining to the Bidding and Contract Documents, and for the OWNER or its representatives to clarify matters related to the Project.
Bid security and proof of qualifications to perform the Work shall be as described in the Instructions to Bidders.
Bidders shall comply with all special and statutory requirements in accordance with the Instructions to Bidders.
Contract time of commencement and completion will be as specified in the Agreement.
The Bid Bond Form is contained in the Proposal.
Each bid shall be accompanied by a Bid Bond, or Certified Check accompanied by a Certificate of Surety, the coverage of which is specified in the Instructions to Bidders.
This project is subject to the provisions of Article 5-A of the General Municipal Law of the State of New York and certificates required thereunder shall be available for public inspection at the office of the Village Clerk, Village of Brewster, New York.
For any reason whatsoever, or for no reason, the Village reserves the right to waive any informalities in the bids or to reject any and all bids. No bidder may withdraw their bid except by written request submitted at least twenty-four hours before the time of opening or until the lapse of 45 days after the actual opening thereof.
The Village is exempt from payment of sales and compensating use taxes of the State of New York and of Cities and Counties on all materials to be incorporated into the Work. These taxes shall not be included in the Bid.
The Village will furnish the required certificates of tax exemption to the CONTRACTOR (s) for use in the purchase of supplies and materials to be incorporated into the Work.
The Village's exemption does not apply to construction tools, machinery, equipment or other property purchased by or leased by the CONTRACTOR (s), or to supplies or materials not incorporated into the Work.
Non-Discrimination in Employment:
It is the policy of the Village that their Contractors shall comply with all Federal, State, and local law, policy orders, rules and regulations which prohibit unlawful discrimination against any employee or applicant for employment because of race creed, color, or national origin, and will take affirmative action to insure that they are afforded equal employment opportunities without discrimination because of race, creed, color or national origin.
Provisions concerning this requirement are detailed in the Supplementary Conditions.
Notice of Special Election - Brewster-Southeast Joint Fire District in the Village of Brewster and Town of Southeast

NOTICE IS HEREBY GIVEN that a Special Election of the qualified voters of the Brewster-Southeast Joint Fire District (hereinafter called the “Fire District”), in the Village of Brewster and Town of Southeast, Putnam County, New York, will be held at the Main Fire House located at 501 North Main Street in Brewster, New York, in said Fire District, on Tuesday, September 9, 2025.
The polls shall open at 12:00 o’clock noon P.M. (Prevailing Time) and shall remain open until 9:00 o’clock P.M. (Prevailing Time) or as much longer as may be necessary to enable the voters then present to cast their votes.
NOTICE IS HEREBY FURTHER GIVEN that pursuant to the resolution adopted by the Board of Fire Commissioners of the Fire District on July 21, 2025, the following Proposition will be submitted to the qualified voters of the Fire District for approval or disapproval:

All residents of the Fire District who were duly registered to vote with the Putnam County Board of Elections on or before August 18, 2025, shall be eligible to vote at said Special Election.

Water Discoloration 7/23/25
NYS DOT has been using the Village hydrants for the blacktopping in the Town of Southeast. Due to using the hydrants in this manner, water discoloration is possible in the areas surrounding the Fire House. This time should be treated as if there was a hydrant flushing, and residents should follow hydrant flushing protocols while using the water. Please contact Village Hall if you have any questions.
Refuse Rate Increase for 2025

Attention all Residential Refuse users in the Village of Brewster:
On October 20, 2021, at the Village of Brewster Board of Trustees Meeting, the Board approved the Residential Refuse, Bulk, and Recyclable Materials Bid that was provided by Suburban Carting. This new contract period begins on January 1, 2022, and ends on December 31, 2025, with the option to extend for an additional year.
Beginning January 1, 2025, the Village will be increasing the price for the annual and monthly refuse bills to meet the current prices for overhead costs and processing fees that come with the billing. The new rates will be as follows:
2025
Refuse bill paid yearly in March: $500 per unit
Refuse bill paid using the monthly option: $47.35 per unit, per month
Please note that the Village of Brewster requests bids from multiple carting companies and selects the bid that is the most cost-effective choice for the Village residents. When this contract expires at the end of 2025; the Village of Brewster will decide if they would like to continue with Suburban Carting for an additional year or send out a bid for the carting contract and follow the same procedure. The refuse fee pays for the overhead costs and the contractual expenses to continue the service that all residents must use.

NOTICE IS HEREBY GIVEN, that the Board of Trustees of the Village of Brewster, pursuant to Article 2 of the Eminent Domain Procedure Law of the State of New York, shall hold a Public Hearing on the 29TH DAY OF JANUARY, 2025 AT 7:30 P.M. OR AS SOON THEREAFTER THAT EVENING AS POSSIBLE AT VILLAGE HALL, 50 MAIN STREET, BREWSTER, NEW YORK on the Urban Renewal Plan for the Village of Brewster Urban Renewal Area, as duly adopted by the Village of Brewster Board of Trustees on or about May 18, 2016.
The purpose of the hearing will be to discuss and consider the acquisition by eminent domain of fee simple property interests in certain real property parcels, lots and/or tracts of land located within the Village of Brewster in accordance with, and in furtherance of the public purposes of the referenced Urban Renewal Plan. Such discussion and consideration of the acquisition by eminent domain of said property interests shall include and not be limited to those real property parcels, lots and/or tracts of land which have been specifically identified in the referenced Urban Renewal Plan, as well as certain other parcels, lots and/or tracts of land not identified in the referenced Urban Renewal Plan for which the acquisition of such fee simple therein would also be in accordance with, and in furtherance of the public purposes of the referenced Urban Renewal Plan.

Brewster Cares Winter Center 2025
Brewster Cares provides daily warming centers and overnight accommodations for those in need during the winter season. Residents can visit the warming center, located at 577 North Main Street, Room 202, from 6:30 a.m. to 2:30 p.m. daily.
For those seeking overnight accommodations, applicants (upon screening) will be provided a hot meal and can stay for the night from 8:30 p.m. to 6:00 a.m. at St. Lawrence O’Toole, located at 31 Prospect Street. Transportation from St. Lawrence O’Toole to Brewster Cares’ warming centers is also provided.
