Sewer Rate Schedule

Effective February 2024 Sewer billing
Rates inside the Village of Brewster.

Sewer is billed in advance based on the most recent Water Bill consumption. For example; The January through March Water Bill consumption was 20,000 gallons billed in April. The May Sewer Bill covers May, June, and July and will be based on the 20,000 consumed during January through March and billed on the most recent Water Bill.

  • A Minimum charge of $65.00 per quarter per unit – If your total consumption is less than $65.00 per quarter you will still be billed $65.00 – the minimum charge.
  • All metered customers are billed at a rate of $0.019 per gallon billed quarterly (on or about every three months).
  • Broken meter, bad reading, short reading: prorated based on average metered usage determined solely by the Village.
  • No meter: $1,800.00 per unit billed quarterly (on or about every three months).

The Spring 2023 Bulk pick-up is scheduled for Monday, March 20, 2023 (Lunes 20 Marzo, 2023)

The Fall 2023 Bulk pickup is scheduled for Monday, September 25, 2023 (Lunes 25 Septiembre, 2023)

VILLAGE OF BREWSTER

RESIDENTIAL BULK PICK-UP

RESTRICTIONS:

  1. DO NOT put out prior to Saturday prior to pick-up date.
  2. DO NOT put out any appliance containing FREON (i.e. refrigerators, freezers, air conditioners, etc.). Freon must be removed by an authorized Freon Recovery Dealer and a sticker from the dealer must be attached to the appliance or it WILL NOT be picked up.
  3. DO NOT put out any propane tanks including those from barbeque grills. They WILL NOT be picked up.
  4. DO NOT put out any air tanks including those from scuba gear or with helium. They WILL NOT be picked up.
  5. Water base paint cans must be open and dried up (full cans WILL NOT be picked up). Oil base paint and cans WILL NOT be picked up. You can contact *Putnam County Recycling to determine date to dispose of these.
  6. DO NOT put out flammable liquids or hazardous materials (i.e. car batteries, gasoline, oil, etc.). You can contact *Putnam County Recycling to determine date to dispose of these.
  7. DO NOT put out gas powered equipment (i.e. lawn mowers, weed whackers, tractors, etc.) without removing gas, or they WILL NOT be picked up.
  8. DO NOT put out more than two major appliances of the same type for pick-up. (i.e. two refrigerators, two stoves, two sinks, two water heaters, etc.). Refrigerators/ freezers must have doors removed.
  9. DO NOT put out any construction materials (i.e. insulation; drywall; treated or untreated lumber & composites; roofing and gutters; fencing; siding; ceiling, wall or flooring tiles; studs, beams, plaster board,  cement, cement blocks, landscape timbers, wood pallets or other building materials.
  10. DO NOT put out any tires.
  11. DO NOT put out any brush, leaves or logs. If mixed in with bulk, your bulk WILL NOT be picked up.
  12. DO NOT put out any ELECTRONIC DEVICES.  Televisions, Computers, and other Electronics may be dropped at the Town of Southeast highway department on Palmer Road. Electronics WILL NOT be picked up.
  13. DO NOT put out mattresses and/or box springs with your bulk, mattresses and/or box springs WILL NOT be picked up.

ANY RETRICTED ITEMS AS IDENTIFIED ABOVE NOT PICKED UP BY CARTER MUST BE REMOVED BY 8PM ON THE DAY OF BULK PICK-UP.  VIOLATORS WILL BE TICKETED AND CHARGED FOR REMOVAL IF THE VILLAGE IS REQUIRED TO REMOVE THE ITEMS.

LANDLORDS PLEASE NOTIFY ALL TENANTS.  SUMMONSES WILL BE ISSUED TO ANY PROPERTY OWNER WHO VIOLATES THESE RESTRICTIONS.

RESTRICCIONES:

  1. NO coloque la basura antes del sábado antes de la fecha de recogida.

  5. Las latas de pinturas de base de agua deben ser abiertas para que se evapore la pintura. Las latas llenas no serán recogidas. La pintura a base de petróleo no será recogida. Contacte al Departamento de Salud del Condado de Putnam para averiguar cuando pueden ser botadas.

Refuse Fees

Beginning March 2020, refuse will be billed once a year at $290 per unit. This annual bill replaces the twice-yearly refuse billing. Budget billing is also available monthly at $25 per unit per month. You must notify the Village at (845) 279-3760 or email This email address is being protected from spambots. You need JavaScript enabled to view it. by December 20th if you would like to be included in budget billing. Please refer to the notice sent on August 30, 2019 for more information.

February 1, 2019 Budget billing now available for Refuse (Garbage) service only. Refuse accounts with budget billing will be billed $25 per unit per month on the first of each month, starting on March 1, 2019. You will not be able to carry a prior balance forward. Any outstanding balance due on Refuse must be paid in full before budget billing can begin. Budget billing will start on March 1, 2019 for customers who have no arrears and who pre-register by February 22, 2019. Instead of receiving your $145 per unit bill in March, you will receive the $25 per unit monthly bill each month from March 1, 2019 forward. You will have 30 days to pay. Late payments will still receive the 10% penalty if not paid by the due date. If the account is late after three payments, the account will revert to the regular Refuse billing cycle. Unpaid Refuse (as well as unpaid water, unpaid sewer and other charges owed to the Village) is subject to tax relevy on or about May 15th of each year in accordance with New York state law. OF FURTHER IMPACT, WE WILL BE CHANGING THE BILLING CYCLE FOR REFUSE TO ONCE PER YEAR BEGINNING WITH THE MARCH, 2020 BILL. We will continue to bill the semi-annual amount in March, 2019 and September, 2019. Beginning in March, 2020, an annual bill will be assessed and there will not be a September billing. From that point on, we will bill once per year in March for the full twelve months of service. We cannot predict future budgets that might be adopted, therefore current rates that have been in place for many years may no longer be the same. Additionally, billing policies are always subject to change. However, effective immediately, this policy will be in effect until further notice. Because this December billing is unanticipated, we are providing an extra thirty days to pay beyond the normal thirty day window. Additionally, we are providing you with approximately sixteen months advance notice to plan for the increased billing in March of 2020. Thank you for your understanding as we all adapt to these changes to the Refuse billings.

As of November, 2018: $145 per residential unit (apartment, home, etc.) every 6 months billed in September and March.

Household waste pickup every Tuesday and Friday. Recycling pickup is also on Fridays. See the Holiday Pickup schedule link for changes to the schedule. Keep Recycling separated from Trash. Waste should be put out in receptacles with lids. Both receptacle and lid must be without holes and free from sharp surfaces or edges.

What is it that makes the water turn orange when they flush the hydrant?
Minerals – Primarily Iron & Manganese
The Village of Brewster supply source is ground water drawn from five sand and gravel wells.
The semiannual hydrant flushing purges the system of the accumulated settlement of these minerals suspended in the ground water.
Opening the hydrants and increasing the water flow causes the disturbance of this settlement so that it may be flushed from the system.

Does running the tap water make it clear up faster?
No. To the contrary, running the water prolongs the turbulence in the system. The best thing to do is use as little water as possible for 12 to 24 hours so the system has a chance to settle out and clear.

Why does my toilet run after hydrant flushing?
Sometimes tiny particulate gets caught under the flush valve seal in the toilet holding tank preventing it from sealing tightly. The same can be true for washers and aerators (strainers) in faucets. Make sure your faucets and toilets are not leaking and are unobstructed after hydrant flushing. If you have strainers on washer supply hoses you should also check them but refraining from doing laundry for a 24 to 48-hour period from the flushing is recommended.


Conditions may occur that require more frequent flushing of hydrants. Signs are posted in advance.

Notice to Bidders

Sealed bids or proposals will be received by the Board of Trustees of the Village of Brewster, Putnam County, New York, at the office of the Village Clerk, 50 Main Street, Brewster, New York until 10:00 A.M. on October 8, 2021. Bids will be publicly opened and read at 10:05 A.M. for the RESIDENTIAL REFUSE, BULK AND RECYCLABLE MATERIAL COLLECTION CONTRACT for the Village of Brewster. Specifications can be obtained from the Village Clerk at her office on any business day between the hours of 9 A.M. and 1:30 P.M. or on the Village website, here. The municipality is exempt from any Federal, State or Local taxes. The Board of Trustees reserves the right to reject any or all bids and to make award where in its opinion the best interest of the Village of Brewster will be served.

CHANGES FOR 2019

REVISED GARBAGE AND DUAL-STREAM RECYCLING PROCEDURES FOR RESIDENTS OF VILLAGE OF BREWSTER

Place clean glass, cans and plastic containers (plastics coded 1 through 6) in one container together

Place clean paper products and cardboard products together in a separate recycling container (container may be a cardboard box but it will be taken with the recyclables

Large corrugated boxes must be crushed and placed in the paper/cardboard recycling container or securely tied in bundles.

Recyclable items must be loose, not bagged and mingled together in a labeled “RECYCLE” container. Labels are expected to be available at Village Hall sometime in December. A lid may be used to keep all items within the container and protected from the elements· Do not use plastic bags for recycling.

Do not attempt to recycle waxed containers, cardboard cartons with food residue, Styrofoam packing materials, packing peanuts, plastic bags, glass not used as food or beverage containers, kitchen pots, pans or utensils, building or construction materials or any type of container that held potentially hazardous materials. All recyclables will be left if any of these items are intermingled in the container.

Separate garbage and trash from recyclables. Garbage and trash must be placed in plastic bags and then put in securely lidded metal or plastic receptacles with no more than a fifty (50) gallon capacity.

All garbage and trash must be contained within the lidded receptacle; no plastic bags can overflow the container or sit on the ground outside of the container

Items left for recycling will not be collected if they are placed in the incorrect recycling bin or in plastic bags, are contaminated with foodstuffs, or have non-recyclable material mixed-in.

Garbage, trash and recycling containers cannot be placed at the curb earlier than 5 PM the night before scheduled collection and must be removed by 8 PM on the day of scheduled collection.

A public hearing for revisions to the Village solid waste law will be scheduled for the regular meeting on the third Wednesday of December, (December 19, 2018) at 7:30 P.M. The public is invited and encouraged to attend this meeting and all Village Board meetings. Complete text of any revisions to the Solid Waste law will be available in the Village Clerk's office or online at www.brewstervillage-ny.gov at least five days before the public hearing and after any amendments are adopted by the Village Board of Trustees on or after the December 19, 2018 meeting.

RULES & REGULATIONS FOR BUDGET BILLING

  1. You will have 30 days to pay each monthly payment of $25 per unit before you receive a penalty. The due date for each payment is listed on your bill. The penalty is 10% of what is unpaid and will appear on your next monthly refuse bill.
  2. If the account misses three (3) monthly refuse payments within a calendar year, that account will be taken off of budget billing and returned to a yearly refuse bill. The Village Clerk will calculate how much is still outstanding and must pay the difference and will be given a penalty 10% on what is due.
  3. If at any time during the year you would like to voluntarily be removed from the budget billing schedule, the Village Clerk will calculate how much you owe and you will receive a bill for what is due towards refuse and it will be due within 30 days.
  4. Unpaid Refuse (as well as unpaid water, unpaid sewer and other charges owed to the Village) is subject to tax relevy on or about May 15th of each year in accordance with New York state law.
  5. The Village of Brewster cannot predict future budgets that might be adopted, therefore current rates that have been in place for many years may no longer be the same.  Additionally, billing policies are always subject to change.

Please note that if you would like to pay for your monthly refuse bill with a credit card you may do so by calling our office or by using your account number (51.0000XXX.0) and your bill number to log in to pay your bills on our website, just click Pay Current Bill on the home page and scroll down to “Click here for online CURRENT bill payments”. Your refuse bill will not show up on the pay now page but you are able to change the amount due under the payment information section by changing the payment amount to your refuse bill or add it to your other current water or sewer bill. Please make sure to verify in the comment section what bill you are paying.
