The Board of Trustees of the Village of Brewster held a Regular Meeting on 17 May 2006 at Village Hall, 208 Main Street, Brewster, New York. The meeting was called to order at 7:35 P.M. by Mayor John Degnan. Present were Mayor Degnan, Trustee William Banks, Trustee Steve Fasano, Trustee Terri Stockburger, Trustee and Deputy Mayor James Schoenig, Engineer John Folchetti, Treasurer Mike Santos and Clerk Bernadette Martabano. Counsel Gary Kropkowski arrived at 9:00 pm.
1. Public Comment
Rick Stockburger: Re: Sewer Plant – Town Hall which is empty – should have the Town Hall hooked up right away so that it is useable.
John Degnan: Agreed – we should create a resolution that sets the Old Town Hall as a hook-up priority. The Town of Southeast would have to use the flows mandated by the Board of Health.
Denis Castelli: Bruce & John have been asking about the Neighborhood Preservation Law – it should be put back on the agenda ASAP.
John Degnan: Gary Kropkowski will need to investigate the law.
2. Engineer’s Report –
Mayor Degnan makes a motion to accept the Engineer’s Report #5 of 2006. Teresa Stockburger seconds it. All in favor, 5 ayes.
Mayor Degnan makes a motion to approve the Passive Park Master Plan land use – for distribution to DEP – With an application for a Temporary Occupancy License at $25.00. James Schoenig seconds it. All in favor, 5 ayes.

4. Resolution for Water Quality Grant
On a motion by Mayor Degnan, the duly constituted Board of Trustees of the Village of Brewster hereby RESOLVES that Mayor John Degnan is appointed to act on behalf of the Village government to submit an application to obtain a grant titled “Water Quality Planning & Implementation Grants for Communities in the NYC Watershed”, and to have prepared and execute any and all documents necessary to secure said grant.

5. Adopt the 2006-07 Annual Budget
On a motion by ________________, the duly constituted Board of Trustees of the Village of Brewster hereby RESOLVES to adopt the latest draft version of the Budget, a copy of which is attached hereto, as the Official Budget of the government of the Village of Brewster for the period commencing 1 June 2006 and ending 31 May 2007, and it is further RESOLVED that the Board of Trustees directs the Village Treasurer to forward a certified copy of this Budget to the New York State Comptroller immediately.

7. Approve May 2006 Payment Vouchers
On a motion by Mayor Degnan, the duly constituted Board of Trustees of the Village of Brewster hereby RESOLVES to approve payment of May 2006 vouchers: General Fund: $114,750; Water Fund;$17,774.55; Sewer Fund: $4,295.34; Sewer Capital Fund:$815,503.17; Water Capital Fund: $135,046.68.
