VILLAGE OF BREWSTER BOARD OF TRUSTEES

 

The Board of Trustees of the Village of Brewster held a Regular Meeting on August 1, 2007 at Village Hall, 208 Main Street, Brewster, New York.  The meeting was called to order at 7:35 P.M. by Mayor Degnan

  1. Public Comment
    1. Collection System – Mr. Moore said there was a rumor the project was over budget.  Mr. Folchetti said the project was 31 percent complete and only 26 percent of the contract price.  Question about Center St. property having driveway torn up for sewer installation – will the driveway be repaved?  Engineer Folchetti indicated the contract called for remediation to restore the area worked on to specifications.
    2. Terri Schoenig said that the Xtra Mart at the corner of Rte 6 and Michael Neuner was displaying Playboy and other risqué magazines within children’s line of sight.  Ms. Schoenig wanted to know if the Village had an ordinance regarding this material.  Mr. Kropkowski to check into it.
    3. Mr. Rivadineira brought up his $5,000 water bill and explained that the bill was caused by a leaky pipe in the crawlspace.  The Trustees reached a consensus that no action be taken.  The pipes on the property are the owner’s responsibility and the Village can not offer consideration for leaking pipes.  Mr. Rivadineira was advised that partial payments are accepted but there would be a penalty charged on the uncollected portion.
  2. 2008 Truck bid and consideration of award.
    1. Ford F-550 4x4 dual rear wheels, dump body, plow and spreader - $61,725
      1. Budgeted $52,000 plus proceeds from sale of old truck estimated at $12,000 for a total allocation of $64,000.
      2. Mayor Degnan motions to authorize the Clerk to award bid to Gabrielli Truck Sales with specifications as attached.  Trustee Schoenig 2nds, Passes 5-0
  3. 2008 Insurance bid and consideration of award.
    1. Sprague Agency (NYMIR)  – Base without Wastewater treatment plant & appurtenant structures
      1. $59,646.25
      2. $9,500 - $12,850 estimated for WW additions.
      3. Total between $69,146.25 and $72,496.25
    2. DeForest Agency  (St. Paul Travelers) – Base with all property and equipment.
      1. $57,420.44

    3. Trustee Banks motions to accept Deforest Proposal for Village Insurance as written, Trustee Stockburger seconds, Passes 5-0
  4. Engineer’s report: Folchetti
    1. Local Laws I, & II Stormwater management erosion and sediment control, # II is Illicit Discharge – put on agenda for August 15 meeting.
    2. Route 6 Culvert – Board assigns Banks, Schoenig, Degnan to evaluate bids for engineering services.
    3. Mayor Degnan motions to accept engineer’s report Trustee Stockburger 2nds, Passes 5-0
  5. Request for Waiver of Moratorium
    1. 2 Garden St. – Coleman – Request withdrawn, may re-submit.
    2. 29 Center St. – Walsh - Request withdrawn, may re-submit
  6. Brewster Police Department Report –
    1. Chief Mancone asks that Johanni Portilo be added to the Village staff as a Consultant for $10 per year and allow her to submit expense reports for Village related business only.
    2. Mayor Degnan motions to appoint Ms. Portilo as a consultant and authorize the submittal of village related expenses.  Trustee Schoenig seconds, Passes 5-0
    3. Trustee Ito asks Chief to check the Tri State lot and asks Engineer Folchetti to look into lighting of the stair case.  Trustee Schoenig motions to accept Police Report, Trustee Stockburger seconds, Passes 5-0
  7. Code Enforcement Report – June and July.  Mayor Degnan motions to accept the Code Enforcement Report as written, Trustee Schoenig seconds, passes 5-0
    1. Mayor Degnan authorizes Code Enforcement Officer purchase of one digital camera not to exceed $500.00  Trustee Schoenig seconds, Passes 5-0
  8. General Code update: Gress
    1. The State has accepted our versions of laws; General Code will now proceed with the editorial review.  Mr. Gress asks Mayor Degnan to allow code committee to respond to questions.  The Water rules and regulations need to be worked on and a new fee schedule enacted.  Mayor Degnan asks for a chronological action item list.
  9. Planning Board Report: Piccini –
    1. Subdivision on hold
    2. N. Main Louis Pizza Rebuild
    3. Subway needs a special use permit
    4. Kobackers addition approved.
    5. Mayor Degnan motions to accept Planning Board Report, Trustee Stockburger 2nds, Passes 5-0
  10. NYSEG Solutions –
    1. Clerk says in the continuing effort to save the village money this contract will eliminate the merchant charge for WWTP and Street Lights leaving a $1,300 savings between now and Dec. 31 when it will be up for renewal.
      1. Need Approval from the board and, if approved, Mayor’s signature.
      2. Trustee Schoenig motions, Trustee Ito seconds, to authorize the Mayor to sign contract with NYSEG Ayes 4, abstain 1
  11. Founders Day
    1. Designate September 30th 2007
    2. Planning meeting August 6, 2007 6:30 PM Southeast Museum
    3. Resolution of Support
      1. On a motion by Mayor Degnan the duly constituted Board of Trustees of the Village of Brewster Declares Founders Day is celebrated on September 30, 2007 and the Board of Trustees hereby authorizes over time pay for the Department of Public Works to assist in the setting up of road blocks, dispensing of garbage, and any other related work for Founders Day on September 30, 2007
