Draft Meeting Minutes

The Board of Trustees of the Village of Brewster holds a Regular Meeting on 21 March 2007 at Village Hall, 208 Main Street, Brewster, New York.  The meeting is called to order at 7:30 P.M. by Deputy Mayor Banks.

  1. Public Comment - None
  2. WWTP Subdivision
    1. Lead Agency – Mr. Folchetti stated the notice to declare lead agency was transmitted on February 21, 2007.  No comments have been received within the 30 day window.  The original SEQRA action and declaration have a correlation to this action.
    2. SEQRA Declaration – The Board of Trustees on a motion by Deputy Mayor Banks moves to declare a negative impact regarding the subdivision of the WWTP land.  Trustee Stockburger seconds.  Motion carries 5-0.
  3. Rick Lanza - 5 Progress St.  Request’s Board’s concerns, if any.  Mr. Banks asked if there would be any additional traffic at the location.  Mr. Lanza said there would not be.  There were no further questions.
  4. Village Engineer
    1. Monthly Report – link to Engineer’s report.
    2. Sewer laterals contract bidders have been reviewed and a recommendation is ready to be made pending results of Vendex qualification by the NYC DEP
    3. Sewer lateral easements are lacking.  There is a substantial number of easements which have not been received and recorded.  A follow up letter to the non-compliants will be drafted and sent.
  5. Parade permit - St. Laurence O'Toole - Good Friday Parade 7:30 to 8:30 P.M, assembly at 7:00 121 Main.  Route: Main to Progress, Alex has been informed by copy of permit.  Deputy Mayor Banks motions to approve the parade permit as requested, Trustee Schoenig seconds, Motion passes 5-0
  6.  Brewster Police Department update and action
    1. Monthly report – Link to Police Department Report.  Trustee Schoenig motions to accept the Police Department Report, Trustee Stockburger seconds.  Motion passes 5-0
    2. Robert Serino, Police & Code Enforcement Officer – introduction – Mr. Serino comes with excellent credentials and can provide complete code enforcement duties as well as assist with Police patrol as he is a Police Officer as well as code enforcement officer.
    3. Training requirements and plan of address – Chief Mancone proposes to bring on another part time person to conduct mandatory ongoing training for the officers.  The Chief explains that this will be less expensive than subcontracting for the work.  The Mayor offers that the Chief has discretion as long as he remains within budget.
  7. Brewster quality of life
    1. CASTELLI:
      1. Clock for Train Station – Mr. Castelli states the clock must be paid for up front by the Village and that up to 25,000 will be reimbursed by Senator Leibell.  Deputy Mayor Banks motions to approve purchase with the stipulation that Village Attorney Kropkowsk review the contract, Trustee Stockburger seconds, motion carries 5-0.
      2. Stone mount for blue star mother’s memorial for train station – Mr. Castelli states that up to $1,500 will be reimbursed for the stone memorial which should more than cover the cost.  Trustee Stockburger motions to approve expenditure to be later reimbursed, Trustee Ito seconds, motion passes 5-0.
      3. Cameras on Main Street – Trustee Stockburger volunteers to research camera installation with help from Rick Stockburger, Will report findings at next meeting.
      4. Founder's Day - September 30 – KC Anderson will provide a memo and parade permit application.
  8. Empire Zone Resolution - Ruchala – Mr. Ruchala states the Economic Development Committee has successfully lobbied the State for designation of the Village of Brewster as an Empire Zone.  This distinction brings with it incentive for businesses large and small to locate in this area as the State of New York will cover the cost of incentives based on the number of jobs created by the business entity. 

Jack Gress raises concerns with regard to where in the Village is likely to be developed?  The zoning code, which is in the process of being amended, shows very few developable properties and Jack is concerned that existing properties zoned favorably may be usurped despite the owner’s objection.
Mr. Ruchala states that is not the objective but current law allows that same thing to happen right now without designation as an Empire Zone.
Mr. Gress states the resolution is vague and needs to be specific to particular areas within the Village.
Trustee Banks introduces the resolution as amended, Trustee Stockburger 2nds, Vote: 5-0

  1. New Business – Trustee Ito asks about the status of the Budget.  The Clerk states the accounting still needs to be validated but that a framework can be ready in short order.  Trustee Ito moves to schedule a Public Hearing on the Budget for April 11, 2007 at 7:30 P.M.  Trustee Banks seconds, motion carries 5-0.
  2. Public Comment – Earth Day activities scheduled for April 14, 2007, the same day as Town of Southeast clean-up day.  The Board conveys its desire and willingness to work with Town of Southeast again this year as last year was considered a success.  Trustee Stockburger will coordinate with Town Board member Mitts.

Christine Piccini mentioned that May marks six months into the building moratorium.
Jack Gress asked about the status of the zoning code.  Mayor Degnan says he will contact Dan Hollis to expedite completion.
Rick Stockburger pointed out there was a new business on Main Street, an airport shuttle service, and asked if it had been approved?  The Board was not aware of the change and would investigate.

  1. Adjourn – Mayor Degnan motions to adjourn, Trustee Schoenig seconds. Passes 5-0
